So it looks like the only remaining issue is mitigating https://phabricator.wikimedia.org/T105427, which @Smalyshev has a warning message for (and process to involve an ops person if someone accidentally does a suppressed delete). Once we're sure that is going to get added to wikidata, I feel ok closing this.
