AIUI, T66636: Upstream ForeignAPI code in MobileFrontend into core/CentralAuth <https://phabricator.wikimedia.org/T66636> will allow Wikibase to use centralauthtoken without depending upon CentralAuth explicitly (core takes care of the dependency internally) and centralauthtoken should bypass any cookie issues.
