TASK DESCRIPTION
Clarification needed.
Currently if I visit a page A, which has a wikidata page B associated with it
and a banner C.jpg no banner shows on the page.
When I add {{PAGEBANNER:}} to the page the banner C.jpg shows up.
This is probably the correct behaviour for Wikivoyage but I would expect a
default install to show $wgWPBEnableDefaultBanner or the wikidata entry
/without/ the magic word.
If this is desired behaviour, please document it in the README / extension
