aude added a comment. I ran into https://phabricator.wikimedia.org/T108544 and now run into permissions issues ('wikibase-no-direct-editing') because this is a create action and we hook into TitleQuickPermissions to disallow create actions for entity namespaces.
I'm not sure how best to make an exception here for imports or to know it is an import?
