TemplateData is a general purpose metadata definition for templates and isn't aware to other extensions (Wikibase, VE, Citeoid etc) - so it is invalid to create special definitions for wikidata. But what we can do is to agree on a convention for maps for wikidata, similar to Citoid: https://www.mediawiki.org/wiki/Citoid/Maps_TemplateData
