I'm not principally opposed to using navtiming for individual projects' needs, 
but I don't think it scales in the long-term. It may also not give you what 
you're looking for as it will vary greatly based on traffic fluctuation (new 
mobile devices and internet connections coming online) and different pages 
within wikidata.

It may be better suited to your use case to try WebPageTest and/or Asset Check 
for this. Those pipelines collect the same metrics, also tracked in Graphite, 
and from different browsers and places in the world. With the addition of 
having a breakdown per exactly tracked page. It also supports logged-in and 
logged-out.

We could add a one or two wikidata pages to the WPT suite (runs every 2-3 
hours) to get some representative and more stable numbers you can correlate to 
changes in the software after deployments.
