I think it was rMWd03c5be5e340: Make HTMLCacheUpdate always use the job queue 
<https://phabricator.wikimedia.org/rMWd03c5be5e3400b43317b18fcde16d86209b35014>.
 I am not sure how I missed that change until now. The change made all purging 
go through the job queue, whereas previously if the number of backlinks was 
less than 100, the purges would be dispatched synchronously, in the main 
request context.
