The gui we provide on query.wikidata.org should always return uncached data 
because it is used for testing and showcasing queries.

However, tool developers should care about caching and decide what cache 
duration is acceptable for their application.

While caching for hours is perhaps often sufficient, it might be frustrating 
for the developer of a tool that data is often outdated when they don't control 
the cache parameter correctly or at all. Therefore, I think that caching for 
hours per default is too much. A shorter caching period is more forgiving in 
such situations.
