TASK DESCRIPTION getStatementDeserializer is a relict from the time when we needed to be able to deserialize Statements using the old style serialization in diffs contained in Changes rows. This was only needed for a transition period years ago, when we had switched to the new serialization format, but there were still old entries in the wb_changes table.
