I think the best way forward is to post on commons proposing to add a new namespace there. Also, to email all the relevant mailing lists, including various ambasadors, etc, and post on wikitech news for the next week, all linking to the proposal to host it on commons, and to the various options proposed. I think that will get people to express their opinion faster. Subject - something like "sharing commons as data storage", and text that links to all the relevant discussions, with a clearly stated location for where the discussion should take place.
