Latter we can add full functionality. Another "baby-step" would be to make it initially accessible only from pages linked from wikidata properties like "Commons Category", "Commons Creator page" and "Commons Institution page". That would get us started and we would not need to wait for full functionality. Full functionality is already ready, but we wait for people to test it on Wikimedia Commons beta (http://commons.wikimedia.beta.wmflabs.org/) once that is done, we can enable it on the real commons (unless there are unexpected problems or other technical concerns).
