TASK DESCRIPTION

Usecase and rationale :
In french census a precise number for the precision of the counted number is officially published, without precision. But the same organism publishes a document to compute a precision for this number : http://www.insee.fr/fr/ppp/bases-de-donnees/recensement/resultats/doc/pdf/fiche-precision.pdf

As Wikidata is made, it seem (to the author of this ticket) that it's reasonable to store both information in a single statement sourced by the official results and the preceding document.

Problem:
Wikidata UI does not expose at all the precise number but always rounds wrt. the precision. The probem is that the precise number is the official number used by french administration.

Suggested solution : gives a way in the UI to see the precise number entered ignoring the solution.
