[Wikidata-bugs] [Maniphest] [Created] T149616: Prevent duplicate properties and items from getting created

TASK DESCRIPTION

Multiple times I created a property and for some reason Wikidata created the property three times. The latest example is "P3312", "P3313 " and "P3314".

I think it would be good if Wikidata would reject the attempt to create additional items/properties with the same name and description as an existing one.
