TASK DESCRIPTION

We are splitting interwiki sorting code out of Wikibase, into a separate extension

The InterwikiSorting extension should have some mechanism similar to the noexternallanglinks parser function / magic word to suppress the automatic sorting for cases like the main page where users want to do more customized sorting using the old wikitext interwiki links.
