Re. IO how would we generate the kind of estimates you would need in order to sign off on this type of change?
Re. different set of servers that would work for some of the immediate use-cases, but I'm not sure it would work for the other use cases. I know that @hoo & @Lydia_Pintscher have some other mediawiki integrations in mind. Personally, I'd like to see watchlists on client wikis notify you when a change is made to a item that actually affects one of the pages you watch (statement tracking would allow us to determine this). I don't think that would work without the ability to join between statement tracking tables and the watchlist table.
