Presumably what's happening here is that BlazeGraph thinks it can execute a bracketed block { ... } as a self-standing sub-query, independent of what has gone before.

I don't know what the standard mandates for this.

But it makes it quite hard if you want to write UNION blocks to include either FILTER or BIND functions involving variables that would be bound further up the query, outside the block.
