problem is with configuration of foreignRepositories.

for an entity id with no prefix, then it uses the repository configured with the repoDatabase setting (for me it was my wikidata)

it's still awkward at the moment to have multiple repositories configured and be able to access/lookup entities by entity id (w/o prefix)
