For Incubator, I think it would be good if they'd have at least random access to Wikidata to read data from items. Even if it would mean specifying the item to read that from, this would allow to build infoboxes and display data from Wikidata.
Recent imports of old-style interwikis from new Wikipedias that were prepared on Incubator was fairly efficient and quick.
