TASK DESCRIPTION

We should remove Wikibase\Client\Usage\SiteLinkUsageLookup if it's no longer needed.

It is not used in the current code anywhere as it was replaced by SqlUsageTracker, but @daniel raised concerns over the potential usage in other contexts.
