TASK DESCRIPTION

https://gerrit.wikimedia.org/r/#/c/346516/ has suggested to define base data URI for each repository. It turns out that RdfVocabulary is currently not used to generate data URIs of foreign entities, so only base part of data URI is needed for local repository only. Currently it is a canonical URL of Special:EntityPage of local repo, and such URI is passed as a data URI base to RdfVocabulary.

Although data URIs for foreign entities are currently not used, @daniel said in his comment on https://gerrit.wikimedia.org/r/#/c/346516 the following:

My current thinking is that we should declare the base data URIs for each repo, and perhaps RdfVocabulary should even know about them, even though we don't currently need them. The rationale is that the RdfVocabulary should provide all information needed to represent data from or in any of the known repos, and should not know or care about which info about which repo is used when or where.

This ticket is about discussing whether we want to require base part of data URI to be defined for all configured repositories, not only the local repo.
