I don't "know", but I had the idea to look into #oojs-ui, use one of their multi-select widgets, and wrap that in a minimal jQueryUI boilerplate, so we can use it with our current code base.
Go to https://doc.wikimedia.org/oojs-ui/master/demos/#widgets-mediawiki-ltr-desktop and search for "Multiselect". You can also see the widget I'm talking about in action in https://www.wikidata.org/wiki/Special:ApiSandbox. Note there is a big difference between the PHP and JS libraries of OOUI. But I believe we don't need to care that much about the PHP side of things in this case.
