You can find a lot of existing user scripts that do more or less exactly what you are asking for. I wrote one myself, see https://de.wikipedia.org/wiki/Benutzer_Diskussion:TMg/moveInterwikisToTop.js (since you mentioned "de", I assume you can read the instructions).

There are also very low-profile CSS solutions. In your case:

.interwiki-de a, .interwiki-en a { background: #fff; }

You should also check if you have the "Compact Language Links" Beta feature enabled (see https://www.mediawiki.org/wiki/Universal_Language_Selector/Compact_Language_Links). This is a WMF product that aims to solve the same problem.
