The errors mentioned in the ticket also seem to correlate to this problem (based on the parser cache timestamps), but they are so frequent that this might not mean anything.

It might indeed be an effect of T166348, I suspected that but haven't had time to try to establish a correlation between log messages and instances of this problem showing up.

If it is the case, then once T166348 is resolved then new instances of this problem should stop appearing. I've filed T171166: Build and push a new hhvm-luasandbox package to specifically track deploying that fix.
