Chromedriver is not in the default PATH. That is done by the slave script mw-set-env-mw-selenium

bin/mw-set-env-mw-selenium.sh:for path in /usr/lib/chromium-browser /usr/lib/chromium; do

Usually invoked via mw-selenium-setup.sh (which also append a found LocalSettings.php to the installed LocalSettings.php).
