TASK DESCRIPTION

This is a general question that should be investigated.

As we move forward with killing the wikidata build we want to make sure the same processes in CI are setup for the Wikibase extension (& other wikibase related extensions) in terms of mediawiki-vendor checks that are already in place for mediawiki core itself.

The general case that needs to be covered.

• mediawiki-vendor specifies version 1.0.0 of LIBA
• wikibase specifies ~1.0 of LIBA
• wikibase is updated to require ~2.0 of LIBA
• what happens?
