I had a brief look at the code (see https://phabricator.wikimedia.org/diffusion/EWBA/browse/master/repo/includes/Store/Sql/SqlIdGenerator.php), but it does look fine for me. Given this code is executed about 100,000 times per day, but nobody else reports the same error, I will assume this was a super-rare hick-up not worth spending more time on it. Please feel free to reopen this ticket any time the error shows up again.
