Hi Andy, thanks, we were not aware of that WikiProject.
Would it be sufficient if we allowed to choose, for every item in Wikidata, an identifier scheme or authority (like IMDB, PubChem, ICD11, etc., as per your list) and an external ID, so that the item can be identified within the external scheme? I think that Wikidata will provide the stable identifiers that you seek. Does that make sense? Is the project active? Do we want to discuss? Will someone be at Wikimania?
