I don't see difficulties if is made sure, that two additional fields belong to every information in Wikidata: a license field and a citation field, with the regulation, that one of these must be filled, otherwise Wikidata does not accept this edit.
Which of the both additional fields is filled, lies in the responsibility of the editor.
