http://wikidata-test-repo.wikimedia.de/wiki/Q344 which is really an
element.

I don't care about actual data. But the Wikidata-instance created by
vagrant has no data at all and I have no idea how to create a new item.
Sorry for this - puppet sometimes runs into a timeout problem. I hope to
fix this today!
The Tipp from Marco worked for me.
Maybe you can change add a link to
http://127.0.0.1:8080/repo/wiki/Special:CreateItem to the description on
github, that would reduce the confusion when someone follows the
instructions and it seems not to work.
btw: when creating a new item you could warn if someone wants to create
an item with an already used label and maybe list the existing
descriptions... that would reduce the number of duplicates
