Sorting by the number of articles in that language's Wikipedia might be a nice option. The articles in the more popular Wikipedia's might be more likely to be closer to "featured" status. I pursued a similar thing for categories. I have a script that sorts the articles in a category by their popularity according to the traffic statistics that I find to be a useful.
