<grin> it is complicated </grin. First of all the majority of name changes
of ARTICLES are to effect disambiguation.. You get things like "Tom Mix
(cowboy)" the label in Wikidata needs to remain "Tom Mix".

When you consider Mr/Mrs Manning, both labels are relevant.. The best way
of dealing with it is probably making "Chelsea Manning" the main label with
"Bradley Manning" an alias.

It is worth repeating... Wikidata is NOT Wikipedia.
