Hey, Now this thing is called EditEntity it certainly makes sense to require creation to be explicitly requested. I got curious on how we ended up with the current situation, in particular if we did not actually have this before and then got rid of it for some reason. Looks like that did not happen. However looking at the code back when this thing was called ApiWikibaseSetItem is quite amusing :)
