puppet is probably being run and resetting it

In labsconsole you can choose puppetmaster self which might help though not
sure

Otherwise, ask for help in the wikimedia-labs irc channel. (might be quiet
there, might have to try a bit later)

Puppet is managed in gerrit so you might be able to make a change there
