hmm.... I think this is unintentional.

seems the sites table and the other Wikibase tables stopped being included
after https://dumps.wikimedia.org/wikidatawiki/20151123/

Unfortunately, I don't understand this part of the dump infrastructure so
well but can try to look + probably need to ask Ariel. (and a task in
phabricator would be helpful)
