On the WIkimaster page there is a link inviting members of the WE family
to formally put in a request for the certification when they feel
confident they have attained the outputs of the different levels:

Our community certification system is optional -- and we need folk to
put up their hands saying -- "I'd like to be certified". I'll go and
take a look at your page now <smile>
