I am constructing a course on community empowerment (CE). Some nice person, who did not identify herself or himself, added a Table of Contents. Part A looks at the process of Community Empowerment from the perspective of the community. I called it: "What the Community Needs to Do." It complements the second half. Part B describes what the mobilizer needs to do. My unnamed benefactor titled the first part as "Community Needs," and that gives the wrong impression. It is not what the community needs; it is what the community needs to do, or the CE process from the community perspective.
