Phil, I think my response may have been rather unhelpful, actually, and now I'm rereading your email, I also seemed to have misread what you said. (It's past my bedtime!)
All you need to do is take the content of http://www.wikieducator.org/Template:ContentInfoBox and have your volunteer translate it, then paste the translation into the page created by the red link found in your article. Does that explanation make sense? Don't worry about separating the actual template code from the instructions, just have the entire contents of the template edit box translated; you will need the instructions as well.
