Hi, Edward I think that each language instance does not have to be a one-to-one translation. They could also include original content, including cultural or language specific terms or definitions.

For example, even within English a tomato is botanically a fruit and by custom a vegetable. The legal classification of tomatoes for tax purposes was litigated all the way up to the US Supreme Court.
