Hi Ben,

Yes - -such a document does not meet the free cultural works definition and
the essential freedoms and therefore should not be uploaded on the site (not
libre) -- its restricts the freedoms of the user to earn a living and
restricts freedoms to adapt and modify.

We do have a tutorial on the meaning of free content if you need to point
