Hi Anil, Well -- a few folk have been thinking about these things. Your early ideas on an international qualification framework for OER being a good example. Perhaps the "OER University" this is the vehicle to achieve these objectives.
I think the timing is now better than it was 2 years ago. Slowly formal education institutions are beginning to see the advantages of the OER model and feel less threatened. Working together we can achieve free learning for all students of the world. The OER Foundation aims to work will all education institutions around the world to achieve these objectives. I'll post more detail next week on our lists and keep WikiEducators informed of progress.
