All educators are free to contribute to the realisation of the dream of free
learning for all.

Yes, I am aware of the University of the People and a number of similar
initiatives (for example FlexiLearn at IGNOU, the OpenLearn initiative where
learners can register for formal OU courses, the free MBA offered via the
London School of Business and Finance with accreditation through the
University of Wales.)

The approach that the OER Foundation and the OER university concept will be
adopting is designed to foster the development of sustainable OER ecosystems
and has a number of unique features:

   - A commitment to free cultural works licensing for OER content
   - A model firmly rooted in the principles and practice of Open
   Philanthropy  <http://wikieducator.org/Open_Philanthropy>(the litmus test
   is whether collaborating partners are prepared to develop funding proposals
   transparently under open content licenses).
   - A model founded on collaboration (i.e. avoiding the traps of
   institution-based OER production initiatives)
   - Most importantly, working in partnership with existing tertiary
   education institutions in the formal sector like: the University of Southern
   Queensland  (Australia), Otago Polytechnic (New Zealand), Athabasca
   University (Canada)  and BCcampus (Canada). All institutions are free to
   join us on this important mission on the basis that they agree to the core
   principles of

   We aim to develop the OER university in partnership with the formal sector
   -- think of a parallel universe for informal OER learners -- not in
   competition with the formal sector, but working together for a better future
   for all.

2011 will be a quantum shift year for OER.
