Those are very important questions. Wearing my OER Foundation hat, our
strategic mission is to nurture the development of sustainable OER
ecosystems and this will need to include public-private partnerships.

We will need to incorporate private tutors, and e-moderators and trainers
to assist with Academic Volunteers International and capacity development
initiatives. In fact, this is the model we have used for developing a cadre
of facilitators for the Learning4Content initiative. A unique combination
of volunteers who have offered time freely to help the cause combined with
paid facilitators. Of course this needs funding and part of our work is to
find ways that will support the model financially -- hence the open
business models initiative in the logic model.

We also recognize that an incremental approach is likely to achieve the
best results over the long term. This is why we are starting with
formal education institutions who are accredited within their
national jurisdictions. First this ensures that the OERu network will be
able to award credible credentials, and secondly because this model is
financially sustainable.

As the network grows and scales, we can build the ecosystem to include
other players who add value in accordance with our core values of openness.
