I have just received an invitation to participate in the Unesco OER forum
to take place in Rio this week. Unfortunately the message came in  late and
I had scheduled previous commitments which will prevent me from attending.
However, I visited the site that was linked in the message to check out the
details and was surprised to find out that the Unesco logo appears there
with a different license (CC BY ND)

than the one on wikieducator and the Paris Unesco site (CC BY).

My question is whether the same global  logo can appear on different sites
with a different license and go from a more open license to a more
restricted one, depending on the country.
