The only complete elementary and secondary school math OER textbook series is Connexions’ South African materials. Mathematics Grade 1 is http://cnx.org/content/col11126/1.1/ (Links to all the other textbooks are listed near the bottom of the page at http://k-12math.info/ebiblio.html ).
Another math OER source is from the CK-12.org which has a set of OER textbooks starting from grade 6 (median age 11 years old) http://www.ck12.org/book/CK-12-Middle-School-Math---Grade-6/r5/ on up through secondary school. On one project that I was involved with in Thailand, we found it useful to catalog the key concepts and ideas that were being covered and create a bibliography of resources (links) that would help in the teaching of these concepts. I’m unaware of OER textbook resources for English and ESL. Maybe other wikieducator members might know of some. What grade level (or age range) is involved?
