Apart from "identical meaning" type, OmegaWiki also has "narrower term", "broader term", "related term" and "part of the theme". I'm not sure if we need such fine-grained relations, in fact introducing more than one type could be quite confusing. Thus, I thought about "exact" and "approximate" only. Your idea, if I understood correctly, is that interlanguage link + redirect should represent an "approximate" relation. It is quite tempting, esp. since it does not require any change in the engine. However, IMHO, it might still be confusing to a user, and it would be very difficult to convince all the 250+ language editions to accept this interpretation.
