Also, would that blacklist only apply to en.wikipedia, or all sites? Because the rest works just fine. Even https://secure.wikimedia.org/wikipedia/en/wiki/Main_Page works! Hitting reload on the error message, I get lots of different servers knsqXX.knams.wikimedia.org (XX being a number) so it seems to be something systemic and not just a bad cache.
