I think sometimes people forget that we have over 100,000 active editors, only just over 1,500 of whom are admins - less than 2%. Non-admins can't even see deleted articles let alone restore them or discuss them. That's the "harm" of allowing re-proding of contested deletions - it excludes most of the community from the discussion.
