Yes, correct. A page on Wikidata (called item) needs to exist for the subject and contain a link to the article on the Wikipedia where the other language links are supposed to show up. So take for example http://www.wikidata.org/wiki/Q2. If someone writes a new article about this subject that didn't have one so far then they need to add the link to the table at the bottom there. Then all the other links will show up in the sidebar of their article. I hope that makes it clearer.
