They name it National Monumenter, National Monuments, but I am not sure about
the spelling. In French: monuments nationaux
I do not know about the sign. If I see one, I will mail you.
The "Commission des Sites et Monuments Nationaux" (COSIMO) is the commission
who deals with monuments. "Le Service des sites et monuments nationaux" seems
to be the organization in Luxembourg, see:

I haven't seen them organizing the European Heritage Days, but as you are
searching you perhaps will find about it.
