If you accept such pictures, they will also be hard to categorize, so they
won't be that much usefull either.


Why not usefull? We have articles on almost all Swedish cities and villages and 
pictures of buildings are valuable to the project as a whole. And there are 
adequate geographical categories on Commons.

under it, some municiples don't work with numbers, and a lot of lists are
